Installation and configuration are separate pages because they are separate jobs, and the steps differ between Cloud and Data Center. The two are not interchangeable — start by picking the one that matches your Jira.

Report Permissions guide is the page most administrators actually come for: Report Builder has its own sharing model layered on top of Jira permissions, and that page is where the rules are written down.
