Is it possible to create new comments in the editor for new text?

At the moment in order to add new comment, firstly you need to save newly added text and only after you will be able to add the comment

Is it possible to delete comments from another person?

Yes, that’s possible.
If the user has to delete permission - he can remove any comment.
Keep in mind - as we use default Confluence inline comments - you can not delete comment with replies.
